Grievance & disciplinary policy

All concerns, allegations or reports of malpractice or abuse relating to the welfare of Club Members or Committee Members will be recorded by the Welfare Officer and responded to swiftly by the Welfare Officer. The Welfare Officer shall be the lead Officer for all Members in the event of any safeguarding concerns. The records will be reviewed at each Club Committee meeting. The records and any discussion on the matter will be held in confidence.
Complaints of misconduct regarding the behaviour of Club Members or Committee Members must be presented in writing by the Complainant to the Secretary (and where the matter relates to the Secretary, the complaint must be submitted to the Welfare
Officer). Unless exceptional circumstances apply, the Secretary will hear complaints within four weeks of receipt. If the complaint is sufficiently evidenced, the Secretary will appoint 3 (three) Club Members (who have no direct or indirect interest or involvement in the matter) to sit on a disciplinary panel. The Committee will be informed of the creation of the panel but will not be involved in its decision making. Subject to appeal (rule 3 below), a the written decision of the disciplinary panel shall be final and conclusive.
Any appeals against the disciplinary panel decision must be received by the Secretary (or Welfare Officer in the event the complaint is against the Secretary) within 3 weeks of receiving the written decision. The appeal will be heard by the Club Committee whose decision will be final.
If after the appeal process (rule 3) is exhausted a complainant and another Member or the Club remain in dispute the parties must first try in good faith to settle the dispute by mediation before resorting to litigation. Any complaints of misconduct by a Club Member which in the opinion of the Club Committee, acting reasonably, brings or is likely to bring the Club or the sport of athletics into disrepute will be reported to England Athletics.
